HISTORY: 

Searching for the hero who would become monarch, the time traveling Waverider could view alternate futures by touching an individual and watching what would unfold.  In his second attempt to view Superman's future, he witnessed a reality in which the Man of Steel's secret identity was revealed to the world and he later became President of the United States of America. 

President Clark Kent's leadership brought many programs into play to improve life not only in the United States but the rest of the world as well.  Calling upon the Justice League and other heroes, Superman proposed a disarmament program which would be verified by those heroes who would also keep the peace during the process.  This did not sit well with Green Lantern GUY GARDNER as he considered Superman's plan treason. 

Claiming Superman was a traitor who was trying to get them to join him in betraying the country, Gardner attacked Superman.  A number of heroes tried to intervene but the Man of Steel wanted Gardner left alone.  Pushing his way through the energy blast of Gardner's POWER RING, Superman managed to grip Gardner's hand and with his greater willpower seized control of the power ring, willing it to reassemble around his own finger. 

Waverider believed this would be the moment Superman became Monarch but for the arrival of Green Lanterns HAL JORDAN and JOHN STEWART.  Gardner believed they had come to help him but instead Stewart placed him in a force bubble.  Gardner had been considered a loose cannon and Stewart took the ringless Green Lantern to a SCIENCELL on OA. 

Later that day in the Oval Office, Superman was considering the ramifications of his possession of a power ring.  Hal Jordan arrived as an emmisary of the GUARDIANS OF THE UNIVERSE.  It was the judgment of the GREEN LANTERN CORPS, with the consent of the Guardians, that Superman be given a POWER BATTERY from which he could charge the power ring.  Though Superman was tempted by the power he could wield, he gave the ring back to Jordan concerned that too much power might lead the way to corruption. 

Satisfied Superman would not become Monarch, Waverider broke contact.  He would view the futures of other heroes in his quest to prevent the birth of Monarch. [ACTION COMICS ANNUAL # 3]
